Teachers rally outside City Hall on October 31, the 11th and final day of the Chicago teachers strike.
Rachel Weber, UIC professor of urban planning and policy, was interviewed in an article from The Nation magazine about teachers unions fighting against municipal tax incentives and economic development programs that help developers and impact public school funding. Weber says that tax increment financing programs affect schools by limiting the taxable base available to them. She calls for more transparency and narrowing the use of TIFs to places that would not experience investment otherwise.
