A recent Block Club Chicago article talked to Kate Lowe, associate professor of urban planning and policy at UIC, about the proposal to overhaul Chicago’s public transportation by merging the CTA, Metra, and Pace. Lowe remains concerned about the ability of a consolidated agency’s ability to deal with the fiscal cliff and labor shortages facing these public services.
