The Chicago Region Environmental and Transportation Efficiency (CREATE) is the first of its kind consortium. The partnership between the U.S. DOT, State of Illinois, Cook County, City of Chicago, Metra, Amtrak, and the nation's freight railroads are guiding the investment of billions of dollars into improving freight and passenger rail infrastructure. Samuel Tuck III, the Bureau Chief of Freight Rail Management at the Illinois Department of Transportation, will lead the presentation, part of the Spring 2019 Seminar Series hosted by the Urban Transportation Center.
