PA Brown Bag Series: How Can Tax Increment Financing Be Made Most Useful?

Promotion of economic activity is a key local government function and requires cooperation of government and for-profit sectors. Tax increment financing (TIF) can help coordinate government actions with other sectors. TIF has been used for more than half a century in a large number of states but its efficacy is still poorly understood. This report explains how TIF is intended to work, notes its conceptual strengths and limitations, presents basic data about TIF usage and reviews academic evaluations of its use.
