Jered B. Carr is Professor in the Department of Public Policy, Management, and Analytics and co-directs the Networks & Governance Laboratory (NGL), housed in the department. Research in the lab spans the study of informal human networks within public organizations and local public service delivery networks to the formation of global city networks to confront wicked problems.

Carr’s teaching and research interests are in intergovernmental management, networks in metropolitan governance, and local government administration. He teaches courses in intergovernmental management, regional governance, urban policy and local government administration. His work through the NGL is directed at understanding the formation and performance of local government service and policy networks. Current projects include assessing the impacts of relational ties between local governments on shared service relationships, and the emergence, evolution, and performance of the multilayer networks created to produce public services. His research on these topics has been published in a wide range of journals in public administration, political science, and urban affairs. In 2017, his extensive contributions to research on intergovernmental relations was recognized by the Section on Intergovernmental Administration and Management with the Donald C. Stone Scholar Award.

From 2014 to 2023, Carr served as Head of the Department of Public Policy, Management, and Analytics. The department offers undergraduate and graduate programs in public administration, public policy, and civic analytics. From 2014 to 2022, he served as Co-Editor and Managing Editor of the Urban Affairs Review. UAR is a leading scholarly journal publishing conceptual and empirical research on issues of politics, policy, and governance in urban, regional, and metropolitan settings throughout the world.

Carr earned his PhD in public administration from the Askew School of Public Administration and Policy at Florida State University in 2000.
