Rachel Weber And David Merriman Talk Chicago TIFs In Wall Street Journal
A Wall Street Journal article about Sterling Bay’s Lincoln Yards development on Chicago’s North Side features comments and data on tax increment financing (TIF) from Rachel Weber, UIC professor of urban planning and policy, and David Merriman, James J. Stukel Presidential Professor in the College of Urban Planning and Public Affairs. Weber noted it isn’t always clear that there is a direct connection between TIFs and the underfunding of schools or other budgetary challenges faced by the city. “TIF is probably No. 3 on the list of reasons why,” she said.
