P.S. Sriraj, director of UIC’s Urban Transportation Center, is quoted in a Chicago Tribune article that details the rising costs and delays involved with the reconstruction of the Jane Byrne Interchange. Sriraj says the extra costs and delays are common for a project of this magnitude.

“Ideally you’d like to do full-scale testing of everything you can (before beginning work), but these are exceptional circumstances,” he said, noting the roadways had to stay open. “That’s what you get when you are trying to keep traffic moving and at the same time do a large scale reconstruction.” http://bit.ly/39f2kv4 (subscription required)
