Kate Lowe Examines The Impact Of Closing Emission Test Sites

Kate Lowe, Assistant Professor in UPP, co-authored an article published in the Transportation Research Record on the impacts of closing several vehicle emissions testing facilities in Chicago and the surrounding suburbs. While these closures cut costs for the Illinois EPA, many residents were forced to travel greater distances to receive testing, especially drivers in poor and largely minority communities. In reference to the study's findings, Lowe stated, "I think this is an important example of the multitude of ways that transportation is done in ways that are inequitable."
