Dr. Rachel Weber Explains Why Walmart Shuttered South Side Stores
Recently, Walmart shuttered three stores in predominantly Black and Latino communities on Chicago's South Side. In an article for the Chicago Tribune, Dr. Weber explains why TIF funds that were used for the development of two of the stores in Grand Boulevard and Chatham failed to retain the retailer after the terms of those funds imposed on the developers expired.
