The Wall Street Journal quotes Michael Pagano, dean of the UIC College of Urban Planning and Public Affairs and director of the Government Finance Research Center, in an article looking at how Chicago Mayor Lori Lightfoot may choose to deal with the city’s pension debt. "Cities that have pension challenges are facing the same sort of question, which is 'How do you cover future liabilities and current costs without driving people away with higher taxes?'"
