Dean Pagano Discusses The Nation’s Infrastructure Investment Deficit

Michael A. Pagano, Dean of CUPPA and Director of the GFRC, authored an article in Governing on the nation's infrastructure investment deficit. Pagano argues that a federal infrastructure bill would be legislators' most direct path to helping cities, counties, and states. He writes, "Most of us encounter some form of infrastructure dysfunction nearly every day. The issue is even more pressing now as we face the likelihood of an economic downturn.
