Title: Policy networks, discourse coalitions, and policy decisions: the power generation policy in Mexico 1994-2018.  

Abstract:   

In December of 2013, the Mexican Congress approved a historic constitutional reform that ended the power generation public monopoly by liberalizing this process to the market. However, this paradigmatic policy change had a long journey of almost two decades that faced resistance from actors with antagonistic agendas, beliefs, and ideologies over the years. Using discourse network analysis (DNA), I assess the role of policy debates in major policy decisions by longitudinally identifying and mapping out the discourse networks that emerged in the Mexican power policy subsystem from 1994 to 2018. My findings suggest a substantial difference in debate polarization and how political actors framed the debate over the years, which led to different network structures and coalition configurations. By comparing these, this work aims to show how the analysis of discourse networks and their properties can help us assess the interaction dynamics between policy actors over time and their impact on major policy decisions.
