PA Brown Bag: How Local Tax and Expenditure Limits (TELs) Shape Municipal Reliance on Property Tax? An Empirical Study of Large Cities in the U.S.
The reliance on property tax is one important feature of municipal revenue structure. This paper examines how local tax and expenditure limits (TELs) affect municipal reliance on property tax. We first describe the evolving municipal reliance on property tax in 100 large cities in the U.S. during 1980-2012. Then we apply instrumental variables approach to address the endogenous local TELs variable. The statistical results indicate that local TELs have a significant and negative impact on local property tax relative to total own source revenue.
