ABSTRACT
Local governments face increasing demands for public services delivery and fiscal pressures that can affect the quality and coverage of said services. This scenario of fiscal stress can push cities and counties to find collaborative arrangements that allow them to save costs or achieve improved service levels. However, this same pressure can prevent them from seeking more efficient arrangements through collaboration or force them to maintain the production of services in-house in order to control expenditures. These two contrasting ideas are evident when reviewing the mixed findings in the literature on the topic, leading to two distinguishable competing hypotheses: one pointing to fiscal stress as a driver for collaboration, and an opposing one pointing toward fiscal stress as a deterrent for collaboration. This study tests these competing hypotheses related to the effect of fiscal stress on collaboration while overcoming limitations of previous research based on cross-sectional data. Using longitudinal network data of interlocal agreements, we present three stochastic actor-oriented models that use two different fiscal health measures.
