Title: Measuring Management Quality

James Thompson and Alejandra Medina of UIC will report on their research on measuring the management quality of federal agencies. They have assembled a collection of instruments designed to measure the management quality of private sector organizations, of agencies in other countries, and of U.S. federal agencies.  One prong of the research has been to assess commonalities and differences among these instruments and to determine the extent to which there is agreement on the key dimensions of the management function.  Another prong of the research has been to canvass members of the federal management community about the feasibility of a measurement initiative. That activity culminated in a November 2019 workshop in Washington at which executives from throughout the executive branch engaged in a discussion about alternative approaches to configuring a measurement initiative.
