About

Andrey Yushkov joined UIC in 2025 as Assistant Professor in the Department of Public Administration and Affiliate Faculty of the Government Finance Research Center. His research explores various topics in subnational public finance, including state and local taxes, municipal borrowing, fiscal federalism, and the political economy of intergovernmental relations. Before joining UIC, Dr. Yushkov was a Senior Policy Analyst at the Tax Foundation, taught public finance and research methods at Indiana University and the University of Maryland, was a researcher at Leontief Centre, and participated in several international development projects on public financial management and economic development in Eastern Europe and Central Asia.

Dr. Yushkov's work has been published in International Journal of Public Administration, Tax Notes, Eurasian Geography & Economics, Public Finance Review, and Post-Soviet Affairs. While at the Tax Foundation, he was a co-author of State Tax Competitiveness Index, Facts & Figures, and a number of policy papers and blog posts on state and local tax policy trends across the United States. He has testified in several state legislative assemblies, and his expert commentary and op-eds have appeared in The Washington Post, Bloomberg, Bond Buyer, The Center Square, Politico Morning Tax, and numerous other national and state outlets.
