Dean Pagano Quoted On Budgeting and Politics in Philadelphia Inquirer

The Philadelphia Inquirer quotes Michael Pagano, dean of the UIC College of Urban Planning and Public Affairs and director of UIC’s Government Finance Research Center, in an article about the political debate over reserve spending and tax hikes in Delaware County (PA) and budget decisions being made in other Philadelphia metro counties. “One of the things you never want to do in office is raise taxes," said Pagano, in addressing the political issues and influence at play in Delaware County’s budgeting.
