Presentation Title: Effects of Shared Identity on Bureaucrat-Citizen information seeking and Sharing
Abstract: We apply the theory of representative bureaucracy to examine if shared gender identity (gender representation) between family planning care providers and clients correlates with their communication behaviors during consultation. We use a nationally representative administrative data from the Demographic and Health Survey (DHS). We apply a series of Logistic regression and Ordered Logit regression analyses and find that shared gender identity is correlated with both family planning clients’ and care providers’ demonstration of communication behaviors. However, despite support for tenets of the theory of representative bureaucracy, we also document results that are counterintuitive to the expected direction of association between representation and clients’ and providers’ communication behaviors. The main takeaway from our study is that the presence of shared gender identity ignites positive communication behavior that help address social barriers to family planning clients and simultaneously motivates a gendered interaction that could result in counterproductive behaviors.
