Organizational Inclusiveness, Distributional Equity, & Environmental Justice

Over the past decades, mounting evidence has shown that people of color and low-income communities are less likely to receive compliance inspections and punitive actions from state governments in the process of environmental policy implementation. However, there is relatively scarce research exploring the policy implementation practices of the U.S. Environmental Protection Agency (EPA). Given its significant institutional authorities in environmental federalism and heightened responsibilities in carrying out national environmental justice agenda, without evaluating the EPA’s enforcement activities, we cannot grasp a comprehensive understanding of the federal government’s environmental justice performance. In this study, drawing on the theory of representative bureaucracy, we explore how the bureaucratic representativeness of the EPA shapes its policy outputs delivered to environmentally vulnerable communities. Furthermore, we examine whether distributional equity plays a role in the policy implementation process.
