Inside, Outside: Mayors’ Roles and Metropolitan Leadership by Eric Zeemering
Mayors are a frequent topic of study in urban politics research because scholars seek to understand their approach to leadership within their cities. Mayors also play important roles in metropolitan politics. Drawing on institutional role theory, this research scrutinizes the roles of mayors in their cities and metropolitan politics. Preliminary fieldwork in the Rockford, Illinois Metropolitan Area illustrates the value of scrutinizing both the structure of mayors’ advice networks and their descriptions of their roles in metropolitan politics. This presentation outlines an agenda for studying the interaction of metropolitan institutions, informal policy communication, and politicians’ conceptions of their roles in metropolitan politics, while also illuminating current political debates in Illinois’ 3rd largest city.
