How does interlocal collaboration look like? A qualitative exploration of institutional forms for public service delivery

Local governments face increasingly constrained fiscal environments, characterized by shrinking revenues and a growing demand for services. Within this context, interlocal collaboration has become an increasingly common approach used by local units to deliver public services. The nature of these collaborations, however, is not well understood.

The Networks and Governance Lab (NGL) team performed a qualitative analysis to explore the institutional forms used in interlocal governments for ten service areas. Using a unique dataset of collaboration in Iowa we shed light on questions like how is collaboration occurring, who is collaborating and what are their motivations to engage in interlocal agreements?
