Abstract: Special districts are created and dissolved often, but what does this do to the local service delivery environment? Drawing on the conception that special districts could be complements or substitutes for general purpose governments, an empirical model of urban service delivery is specified. While the results are mixed, they suggest that special districts complement other service provision; adding new services upon creation and removing services upon dissolution.
