Friday Forum:  Barriers to Hurricane Harvey Home Repair Program and A Path Forward with Dr. Ivis Garcia

Dr. Ivis Garcia will talk about a draft report she is working on that summarizes the recovery process for Houston communities participating in the Housing Assistance Repair (HAP) Program five years after Hurricane Harvey. Content analysis of Texas Housers staff notes over three years of working directly with the Harvey Forgotten Survivors Caucus was used as the primary methodology, along with outside reports and news articles. The Caucus is a community group of homeowners and families in the Houston area who have endured difficult, often dangerous, living conditions while waiting years to qualify to repair flood-damaged homes after Hurricane Harvey. Unfortunately, due to several barriers (e.g., missing documentation), the study finds that most Caucus members still await assistance from HAP, a Community Development Block Grant-Disaster Recovery funded program. As a result, their concerns persist and must be acknowledged to support change. The report provides some of the suggestions offered by Caucus members to promote recovery considering the needs of survivors.
